Is the South Africa Police Service a "service" or a "force"?

"The 1977 Criminal Act stipulates that police are allowed
to use a deadly force when attacked."

Our national commissioner of police, Bheki Cele said:
"I want to see a country where all are safe."
He stands by his call for police to "shoot to kill".

  1. EISH!!! a very fine line. Criminals are using force to get what they wants, cops respond with force but sadly, some innocent person dies. Tough call, so standing on the fence for this once.

The police force can only become a "service provider" once they start adding value to specific outcomes needed by their client i.e. the public. How? By analysing the root causes of crime (problem management?) e.g. broken families, lack of education, etc and tackle these causes with the right set of tools (appropriately skilled personel) giving feedback and making recommendations to the society and authorities. Imagine a Firefighter who only knows how to put out fires and not how to prevent them?
